Publicis acquires LiveRamp. Publicis Groupe has entered into an agreement to acquire LiveRamp, a global data collaboration platform, for a purchase price of US $2.2 billion. The acquisition brings together a leading integrated advertising agency holding and LiveRamp, the largest global data collaboration platform that helps companies unify, manage, and activate data across the digital ecosystem. LiveRamp will remain an independent company and continue to be led by CEO Scott Howe, who will report directly to Publicis Groupe CEO Arthur Sadoun. The acquisition reflects Publicis’s approach to the opportunities and challenges of agentic AI and will have a significant impact on the advertising and tech ecosystem. Portada asked several experts about the Publicis LiverRamp acquisition. Here are 7 things you need to know.
1. Publicis’ Step Forward in the Era of Agentic Business Transformation
Publicis’ rationale for the acquisition was explained in an announcement by Arthur Sadoun, Chairman & CEO, Publicis Groupe, and Carla Serrano, Chief Strategy Officer, Publicis Groupe. It is telling that in the accompanying press release, ‘AI’ is mentioned 6 times. As Serrano put it: “With LiveRamp, Publicis will become a leader in data co-creation, an important capability in the age of artificial intelligence and an enabler of client agentic business transformation. ”
2. Publicis Acquires LiveRamp, Accelerating data co-creation to build more intelligent agents:
Data co-creation is the process by which companies connect multiple high-value data sources across partners in a secure environment. This generates new data assets that companies could not build on their own. “This co-created data is a proprietary asset that drives a competitive edge for clients at a time when 93% of companies lack the right data for AI success,” Serrano noted.
She added that “companies invest millions in AI adoption and only get thousands in return.” According to Publicis’ CSO, “The problem with agentic development is not AI but the data foundation. 93% of companies don’t have the right data for agentic development.” By acquiring LiveRamp, Publicis will be able to “unify fragmented internal and partner data to enable secure, seamless collaboration across organizations without exposing sensitive underlying data”.
Publicis acquires LiveRamp. The acquisition has three critical rationales for Publicis:
A: Collaborate with Greater Speed, Security & Scale
Example: A bank could build a powerful wealth management lifecycle agent in most markets and within a defined governance framework.
Description: The agent could use tokenized customer data from its retail banking, credit card, and wealth management, and securely unlock insights through partner data from merchants, payment networks, and travel providers – without exposing sensitive customer records. This agent can now cross-sell faster and coordinate efforts across multiple lines of business. The business impact of the agent shifts from narrow task completion to a tangible competitive advantage in customer lifetime value, customer experience, and retention.
B: Generate Proprietary Intelligence: Creating new data assets from unique combinations of signals and datasets, unlocking hidden insights that drive smarter strategies and a sustainable competitive AI advantage.
Example: A retailer could build a comprehensive retail journey agent.
Description: The agent could connect data from CRM, loyalty, to in-store, to retail media network inventory, to partners in order to measure the incrementality of each touchpoint and to build new, proprietary journeys for shoppers. The business result of this agent now becomes faster, more efficient shopper conversion, and more value for retail media partners.
C: Continuously Train & Fuel AI Models: Powering enterprise-grade AI agents with anonymized, integrated, dynamic, co-created data to accelerate responsiveness and decision-making within a defined governance framework.
Example: A global pharmaceutical company can build a therapeutic area optimization agent.
Description: This agent can use clinical, commercial, and supply chain signals with de-identified patient, prescriber, and payer data across their brands and at a therapeutic area level. This agent can now use new dynamic signals to balance distribution by brand and optimize field-force deployment in the context of marketing. The business impact is incremental growth for each brand, more efficient, higher-ROI field-force activities, therapeutic-area product lifecycle management, and total enterprise growth.
3. Publicis Acquires LiveRamp and Owns the Pipes: The End of Neutrality?
After the LiveRamp acquisition, Publicis now owns the data pipes (infrastructure) and clean room connecting campaigns for major brands. The infrastructure is owned by the same holding company (Publicis) that manages the brand’s media plan.
According to Fran Romero, CEO of TL1, Publicis has just made a definitive power move in the race for omnichannel dominance and the future of digital advertising by acquiring LiveRamp. In the world of Artificial Intelligence, there is an absolute maxim for everything to work: data. Without data, AI algorithms cannot make decisions in milliseconds.” For those unfamiliar with LiveRamp, it is the “Midas Touch” in data management, AI, and audience distribution across any environment—CTV, Mobile, Desktop, DOOH, Social, or Radio. Every relevant digital advertising platform worldwide is connected to it. We are talking about a massive advertising ecosystem where data providers, SSPs, DSPs, DMPs, and CDPs are deeply interconnected. But this isn’t happening in a disconnected way—meaning, isolated technologies patched together—but quite the opposite: through their proprietary corporate ID (RampID), the magic happens by seamlessly connecting devices, users, and households.”
LiveRamp is (or was) the neutral data spine of the open internet. Its RampID identity graph connects brands, publishers, retailers, and ad tech platforms in a shared language of privacy-safe audience identity.
4. Publicis Acquires LiveRamp: Publicis A Data Technology Company That Also Manages Advertising
Doug Ray, founder of Ray Media Advisory, states in a column in Mediapost, that Publicis now claims approximately 4 billion consumer profiles covering roughly 91% of adult internet users globally.” That is a footprint that rivals the major technology platforms – like the retail media and social media giants – and will now be controlled by a company that also decides where billions of dollars in client media budgets flow every year. Publicis has evolved into a data and technology company that also manages advertising.
5. Checkmate to the Big Six?

According to TL1’s Romero, following the Publicis LiveRamp acquisition, there is no larger independent player in this market. “It is a blow from which the rest of the Big Six will take a very long time to recover. There is simply no competitor of this caliber left on the shelf: LiveRamp has reached a solid $800 million in revenue in 2025. While there are massive corporations with widespread footprint and identity power, such as TransUnion or Experian, they are corporate behemoths that are virtually impossible for any advertising holding company to digest—they are four times the size of any agency network and operate in the highly regulated credit bureau sector.”
6. Doors Open for Independent Agencies
One unintended consequence of Publicis’s Live Ramp acquisition is that some brands may have a greater need for neutral consultants rather than large tech platforms a la Publicis. This is where independent agencies, which have grown substantially in the U.S., come in.
7. Does The Trade Desk Now Become Even More Valuable?
In Romero’s view, Publicis’ past statements about moving away from recommending The Trade Desk “are now making perfect sense.” Romero adds that “It is fascinating because, if you think about it, LiveRamp and The Trade Desk share a great deal in common. They are the undisputed rulers of identity in the current market: LiveRamp with its RampID and The Trade Desk with its UID2, both fiercely obsessed with omnichannel execution. Both platforms integrate over 300 data providers into their solutions and rely heavily on AI for mass optimization (just as The Trade Desk does with Kokai and Audience Unlimited). The Trade Desk remains the king of the Open Internet and omnichannel strategy, pulling data strings in every single campaign and learning from every touchpoint through its Agentic AI. Yet, it goes a step further, because on top of managing the data, The Trade Desk actually executes the media buy.”
“If I were the CEO of any of the remaining Big Six, I would already be knocking on Jeff Green’s door—the CEO of The Trade Desk.”, Romero concludes.
