General Motors selected Carat, a part of Aegis Media, to handle its global media operations. The $3 billion GM account puts Carat at the helm of all GM global planning and buying duties for consumer-facing media, which includes broadcast, digital and social media. Incumbent agency Starcom, which enjoyed a long relationship with GM, will serve the automotive company through the end of June. Carat’s new mandate does not include Brazil, India or China. - Arnold Worldwide – Dell
Arnold Worldwide has hired Kieron Monahan as global planning director and global technology practice co-lead for its Dell account, effective immediately. - MediaCom – Latin America
MediaCom has named Fernando Emilio Silva as its new Chief Executive for Latin America. Fernando, who was previously Chairman of Vivaki for Mexico, Central America and the Caribbean, will join the company March 1st 2012. Before Vivaki, he was Managing Director for OMD International LatAm. - Mediacom-Mexico

Davi Oliveira has been appointed vp/managing director of Brazil for Paramount Home Media Distribution.He will report to Dave Davis, senior vp, Asia Pacific and Latin America physical and digital transactional sales.
